Like most things in Kingdom Come: Deliverance, stealth is terrible and frustrating at first, but becomes very powerful once you level it up and understand how it works. This stealth / rogue build
It's how much you stand out in a crowd. Lower it by wearing clothing that blends in with everyone else. Being conspicuos is only an issue if you plan on embarking on a life of crime however or on a specific mission where 'fitting in' is required. #3.
Pretty sure it just means you can read skill books slightly faster (woo, 2 hours instead of 3), as well, when reading non-skill books, you'll probably have less of a dyslexic effect, and be able to read the words normally. The key though, is your Reading skill isn't actually higher - you don't qualify for perks earlier, that sort of thing.
So what do you think are must have perks for all build types. Savage over burgher. The most dangerous situation is when you havent save in a while. When burgher activate is mostly for speech. And main quest fights. Which you then most likely have a save. Burgher activates when you are fast traveling and ambushed.
